Yes, it had to be done because people were cheating (voting multiple times, etc.). At some point, guest voting is allowed on the stories, but I can't remember whether it's when the competition closes or when the winners are announced.
I'm fairly sure guest voting makes up the bulk of the scores on my work. I promote my writing on other sites, as well as letting family and friends know when I've posted something.

There is a one story entry limit for submission into the competition.
Deleting a previously approved entry and resubmitting another one is clearly against the rules.
